Public Contracts Scotland is now on EVTenders

We have added Public Contracts Scotland to EVTenders. It matters because Scottish tenders do not publish in one place: the below-threshold and local notices that never reach the UK-wide Find a Tender service now surface here too. Here is what that adds, from charge points to refuse fleets to e-bikes.

Where Scottish tenders actually publish

Scottish tenders do not publish in one place. Above-threshold notices appear on the UK-wide Find a Tender service, the same place the rest of the UK advertises its public contracts. Public Contracts Scotland adds a second layer: Scotland's own site-level notices, the below-threshold tenders, prior-information notices and awards that never reach Find a Tender.

So the two overlap. In the EV-relevant Scottish notices we have measured, roughly half of what is on Public Contracts Scotland also appears on Find a Tender; the rest is only findable on PCS. That other half is the point, because it is the smaller, local, Scotland-grain procurement the UK-wide service does not carry.

Already on Find a Tender

Public Contracts Scotland is the new piece, but the Scottish EV picture did not start here. The bigger, above-threshold contracts have been on Find a Tender all along, and we already carry them. Perth & Kinross Council, leading a joint procurement with Angus, has opened an EV charging concession funded through Transport Scotland's infrastructure fund, with an anticipated contract value of £135m. Scotland Excel, the councils' procurement consortium, has flagged an £80m framework to renew council fleets across all 32 areas, with electric among the vehicle options. And Dundee and Angus College has awarded a £240,000 heavy-duty EV training rig, teaching the skills Scotland needs as it moves its heavy vehicles to electric. Public Contracts Scotland adds the local layer beneath all of this.

What Public Contracts Scotland adds

A handful of the new Scottish notices shows the range.

Charging infrastructure. East Dunbartonshire Council has awarded a contract for the supply, installation and maintenance of EV chargers across the area, worth £187,469.94, to SWARCO Smart Charging Limited. And North Ayrshire Council has expanded an existing charging contract, adding £109,319.63 of budget for four more sites, held by MP Group UK Limited. Both are the kind of steady public charging rollout that repeats across the country.

Fleets, and not just cars. North Lanarkshire Council has bought six electric roll-packers for its household waste recycling centres, a £952,388.34 award to Bergmann Direct Ltd. When the recycling-centre machinery starts going electric, you know the shift has moved past the easy wins. Alongside that, Glasgow City Council has bought 13 electric vans, and Renfrewshire Council has been picking up Toyota Proace electric vans by the batch.

It is not only councils. The University of Glasgow has leased two Maxus ED9 electric panel vans, a reminder that universities, NHS boards and other public bodies are electrifying their own fleets too.

Active travel counts. The Cairngorms National Park Authority sought e-bike charging stations and secure cycle parking, a £142,000 project. Scotland's EV transition includes two wheels as well as four, and this kind of local scheme is exactly what Public Contracts Scotland surfaces.

And it reaches everywhere. One of the smaller notices is a £24,000 van for Stromness Pier, bought by Orkney Islands Council's harbour authority. A £24,000 purchase like this is exactly the below-threshold, local notice that never reaches the UK-wide Find a Tender service; Public Contracts Scotland is where it surfaces. From a 13-van city fleet in Glasgow to a single vehicle on an Orkney pier, the EV shift reaches the whole country, not just the central belt.

Why it is worth watching

Put it together and the picture is of a public sector electrifying across the board: charging networks, refuse fleets, pool cars, active travel, city to islands. That breadth is the point. One honest note. Several of the examples above are already awarded, so they are intelligence about who is buying and who is winning, rather than live opportunities you can still bid on. Others are still open, and a few are at the early market-testing stage. We mark the stage on every one, so you always know what is a live bid and what is a signal for next time.
